When I book Norwegian through our travel agency, we get to take two bags at no additional cost. I am not sure whether this is a company agreement or another type of tickets than those sold over the internet. Without the perceived advantage I had about the wieght of luggages with EBG, I would select Norwegian for Paris as they fly to an airport (ORY) that is much more convenient for me than CDG and also they are consistently much cheaper than SAS. The problem for me is that I usually travel only with one suitcase, which can be heavy, especially on the way back as I bring books and other stuff from France to Norway.
That is because most corporate travel agencies makes the bookings on Norwegian with to pieces of luggage included. That way you as a business traveller don't need to think about your luggae needs in advance, or pay anything a the airport. But you pay for them whether you bring them or not. Norwegian actually only allows the bags to weigh 20 kgs each, any bag above 20 kg should be charged as overweight. So with SAS you get a bit more weight pr piece included.
I guess it is a bit random how harshly they enforce the fact that one piece can't weigh over 20/23 kg, even though you are still under your total allowed weight for two pieces.
