Yes BA absolutely prefer to do that than fill the cabin up. The premium product is just that, not a "pack 'em in" approach.

Unlike US carriers (and EK apparenty) who choose the sardine approach, thus somewhat devaluing the product.

You may be able to purchase an upgrade but this will depend on space being available on the day. LAS route is very busy so may not be possible.
