EBG benefit - extra kg, what is the correct answer?

It is now two times in a row that I get problems to check-in a bag of around 25-26 kg in CDG to fly to Oslo. I have been not kindly lectured by the check-in person that the limit was now 23 kg, even for EBG and that I would have to pay the excess luggage fees, which were even not calculated by kilos but by luggage.

However, my reading of the Eurobonus benefits on flysas.com is different as highlighted below:

I read this as the fact I can have also extra kilos in my luggages if I don't have the extra piece. Have you had the same issue before?

I have discussed the issue with the local SAS manager who could understand my reading of the rules but clearly stated that the instructions they got from head office were not allow more than 23 kg for EBG without an extra fee. If you had similar experiences, I would be happy to here them, just to know whether this an issue only for the Paris station or a more widespread interpretation.
