I've successfully gotten charges for preferred and Economy Comfort seats reimbursed on domestic flights within the past week. They post as "additional fee" on the Amex statement and were automatically credited a few days later.
Again, those were domestic flights, not international, but my opinion is that either way these fall into the "seat assignment" category rather than upgrade, since you're staying in the same cabin.
