The FA erred.

If a disabled passenger had to be moved, then the person in that seat (the one needed by the disabled passenger) should have been moved to the originally-assigned seat belonging to the disabled passenger. In short, those two pax should have traded seats. Telling the able-bodied passenger to take any seat caused unnecessary cascading inconvenience when a simple swap would have caused no additional problems.
