Up to the property. But if it were me & I booked a concierge access room for extra $$ on a weekend over a non-concierge access room for a lesser rate on the weekend & the lounge was closed, I'd have a serious conversation with the hotel management about getting brekkie certs.

Of course I would have checked first on whether the lounge was open, but I bet there are people that don't & then find out the hard way they're paying for something they're not getting, so I think those folk should be pushing for brekkie certs.
