That is most likely due to the data disconnect between the destination app provided by Inovata (they have destinations/timelines/route info etc) and the actual backend booking tool applications which are performed by Amadeus (kind of like Sabre or Travelport).
So basically is looks like the Air Canada "where we fly" website app does not know which routes can and can not be booked by the Air Canada website booking application, since it is not the same system and appears not to have any sort of data exchange/connection with the booking system.
IT fail - not quite - but I would argue that it is an IT data architecture/business intelligence fail though - which does not surprise me given the amount of disorganized IT outsourcing that has been done at Air Canada.
