2) Neither the CoC nor the fare rules actually say anything meaningful about these fares. Just putting WEBUPG as a line item on the fare rule doesn't mean anything. Because of that it allows GAs to display gross indifference to a paying customer.

My position is if you sell it like a F/J fare, you treat it like a F/J fare. If that means the GA has to go onboard and ruin some Silver or GM day by taking away the upgrade, so be it.
I agree, but I had the impression that DL was behaving better with respect to these fares recently. In the past, IIRC what typically happened was that when the A/P/I fare passenger would call to rebook during IROPs, the agent would say that the upgrade is gone as it was only for the original flight and now must compete with other upgrade requests from coach fares.

The difference here, assuming no miscommunication, is that the phone agent told the OP that he/she was CONFIRMED into FC for the new flight. Between the phone call and the GA, the FC seat disappeared.

I wonder how the OP's FF account has recorded these flights, specifically whether DL shows the segment as having been flown in FC as well as what was the booking class at the end of the phone call.
