Mamabear and Papabear will travel from EU to New York on non-changable tickets. On the outbound, we're transferring from LHR to catch BA1 from LCY the next day. Mamabear's nationality require a visa for UK, Papabear is holding an Schengen passport. She already have a permanent resident permit for Schengen, and a tourist visa for the US. She also has several expired family permits to the UK.
It appears that the UK embassy is backed up and will not be able process an application for family permit before we travel (3 weeks waiting time just to deliver biometric information!)
As we have onward next-day tickets a "perfect visa history", how likely is it that LHR immigration officer will allow her to transfer to LCY? And will BA allow her to board the initial flight to LHR?
You are travelling with an EEA national so you will be exercising your free movement rights. In this case a visa isn't needed.
