I had my first stay as an RA in the Melbourne IC the other day and when I went to bring a friend into the lounge the girl working there asked "Oh, is there one or two people staying in your room?"
I told her that I was the only one staying at the hotel but that I thought I was allowed to bring a guest into the lounge. The girl seemed to think about this for a minute and then said "Oh, well I'll just put you down as having two people in your room."
Problem solved, I guess, but my (implied) question was never answered....
Technically no, they should charge you for the guest's consumption. But I've never found a hotel that actually did it. Of course it will just be their local call so I wouldn't bank on it, and I wouldn't complain if they did.
