One does get IDB compensation even w/o a seat.
Both status and having a seat effect your position on the IDB list, but they do not change the compensation. (Though DL may well give extra to HVCs).
To be clear, "not having a seat" means that you are confirmed on the flight, but DL will not assign you a seat. This happens for many reasons, not all involving overbooking.
