If you are arriving/departing internationally you can purchase a one-way ticket between FRA and anywhere in Germany fr a reduced rate. Carrier list here. LH offers this for 29EUR (the price seems to have gone up recently). LH details here. I'm not sure of the offerings from other carriers.
