You can always get a priority award _economy_ seat. Priority J reward seats are capacity-controlled and line up with upgrade (R) space. Since you are on a Latitude pass you can upgrade yourself at T-48 hrs as long as there's room up front - ie. you upgrade into J, not R.
think that was the case when AY explained it last year, but there's been some tweaking and i think there has been reports where R>0 and no priority J rewards for SEs on those flights
