I use Wifi Analyzer. It doesn't ding, doesn't connect you automatically to open hotspots, but it shows you what's in range of your phone along with whether it's open or protected, and allows you to connect with a single press.

It will also help you choose an unused channel for your mobile hotspot in congested areas.

Works very well.
