Houston does pretty well in the winter months. Our most likely source for delays are thunderstorms, which are more common in the summer.

The website in the link should provide you with all the info you need so you can do a more thorough research. I took a look at Jan for the past two years and Houston was in the top 10 for on-time arrivals.
