At that time of year I would suggest the Sheraton Pattaya. I have had great weather for August stays there but weather in the South in Phuket, Khao Lak, Krabi and Samui can be pretty poor.

That said weather is a lottery at that time of year you can choose areas which have historically lower rainfall at that time of year.
