Excellent point. I know that Singapore airport has airside international transfers, but that may be assuming that the airline is transferring the luggage.
Virtually all hub airports around the world allow airside transfer of passengers which allows passengers whose luggage is checked through or who are travelling with hand luggage only to avoid the need to pass through immigration and customs. If luggage has to be collected & rechecked then they have no option but to pass through immigration and customs.
