I've always found the distinct to be a bit unnecessary. The distinction is rather forced and isn't natural, as LapLap has pointed out.

The important point about the article is that the people running Ise Jingu want to turn Shinto and Jingu into words used in English. They're considering using "Jingu" and explaining it as a temple.
