I read a recent posting here on FT where a flight was diverted in advance to pick up some stranded pax in another city.. I don't remember the origin/destination but it happened less than 2 months ago.

There have been occasional planned diversions for fuel stops as well on domestic flights..usually those are west bound transcon A320 flights. If the head winds are bad enough the A320 can't make it all the way.
