Unless the partner opens an additional bucket to be eligible for Starr Alliance Upgrade Scam, only B,Y,D, and C are upgradable.

It is up to TK to allow it.
I never succeeded to get a single *A upgrade cleared, so I would not even contemplate the OP's suggestion. Stick with PE!!!
