Okay, thanks for clarifying. Sounds like the issue is specific to the NER sale bucket on Sundays and not the generic thread title. Remember that these started as "temporary" sale fares about four years ago to capture more of the discretionary market who might otherwise take buses. It's a bonus, not an entitlement. If raising fares does hurt ridership, I'm confident that Amtrak will adjust accordingly.
I don't think it is specific to the NER sale bucket - it's regionals opening up at something like the C or B bucket and acela's not opening up at low bucket either.
Also folks have observed this on LD sleeper travel - rather than starting at low bucket 11 months out, the sleepers will open at a mid level bucket and then adjust depending on how the sales are going.
