I don't think so. There's also language about having to be eligible for SDC; standby is offered to those elites who cannot confirm SDC because the new flight isn't selling any seats in the ticketed cabin class. When you click on the SDC link, it says "not applicable on tickets containing international flights or segments." This is the official rule, but as I pointed out, at least some elites have been able to SDC on domestic connecting segments after all international segments have been flown.
