As Baaz said, tariffs do apply and at that time it will be Tariff 3, the document is not laid out very well in that respect. But London is a big place and if for example you live at the West side of zone 1 as I do, you'll likely still pay less for a trip to T3 on night tariff than someone living near, say, Old Street on tariff 2.

Traffic is actually key, it can make a big difference in cab cost over the same trajectory, but at that time of night all should move swiftly (and the Hammersmith flyover is open again, which helps).

Yes, the OP asked about T3, but for T5 the fee to the City would be quite a bit more.
