so on a busy, short flight with minimum crewing levels you would be happy for the crew to run out of time to deliver the full product to ALL customers, i think not - imagine sitting in the last row and having your tray taken away from you before you've finished dessert or been offered tea/coffee or an extra drink - that is what you will get with NO flexibility
