No it isn't. The tariff codes still apply. I suspect though that there is so much variation in the actual fare depending on where you go in central London and what the traffic is like, that the variation within each tariff code exceeds the variation between tariff codes. Also, looks like those fares refer to T123. T5 is a good £10-15 extra.
