Well on the MUC it is a band 2 flight with a cold meal and so the drinks are set out as being served with the food. So your crew were doing the service as laid down by BA.

It is only laid down to serve drinks first when it is a band 3 flight which have a hot meal. So the crew were serving you correctly.

The problem is that to be consistent service standards are laid down by BA and crew are guided by these. Sometimes it would be possible to do a drinks round on a band 2 flight but on other busier flights it would not be possible. So there lies the problem. If BA left it to the discretion of the crew, you would get some crew doing the bare minimum and some doing three bar rounds but it would be inconsistent!
