Or is the service subsidized by the hotels and therefore requires a hotel reservation to use it?
Comfortable and much cheaper than a taxi I hope this is a possibility?!
I don't think you would have any issue. Take it like you are going to walk in to the hotel for a stay but you aren't

IMO, the shuttle is only worth it if you are traveling solo. In groups, to say 3-4, a taxi would be more worthwhile.
