Presume you are talking about a US Federal govt. agency. YCA fares are only available for official government travel, not for personal travel by people who happen to be Federal government employees.

Many Federal agencies require their employees to book through a designated TA, so if that's what your agency requires, that's what you have to do.

But, even if your agency allowed you to book directly with a carrier, use of a YCA fare for non-official travel would be actionable misconduct which can lead to discipline and worse.
