Yeah, I agree that many of the beaches around Singapore are not exactly fantastic, but if you know where to look there are hidden gems everywhere!

For a budget of $300 - $400, one could probably consider Montigo Resort @ Batam, a new "5-star" resort.
Seems like you can net a 2d/1n pool villa @ $300++.
The only hesitation is that it is really very new, and the service standards may not be as high

If you have a bit more spare cash to burn, do consider Japamala Resort @ Tioman Island and Nikoi Island via Bintan.
I have stayed at both, and they were excellent choices.
