Supervisors do have the ability to override and waive certain things like change fees, etc. They also have the ability to request release of certain inventory in the event that changes need to be made without applying a fare difference for the passenger. As sukn mentions above, there are different scenarios in which they can exercise their judgement, as long as there is justification.
