Actually, there used to be a moderate amount of low level FC awards until late last year. I had one booked and wanted to make a change, but never saw any more low level open up starting about November or December 2011. This is frustrating because I live in Hawaii and can't use my SkyPesos for FC or Y awards to get to the mainland unless I want to burn a lot of them.
