I've also heard that the life vests and raft situation is dependent on the route. If a plane is designated as a long haul international it needs a lot better supplies in a life threatening water landing situation than a plane that shuttles between Calgary and Winnipeg.
Depends if the aircraft is overwater certified or not. If it's overwater certified, it will have rafts, vests, and so forth. Note that an overwater certified aircraft can fly on a non-overwater route.
