Has KLM's policy changed during the past few months?

I have Delta Silver Elite status and was able to check two bags without fees last week on an outbound itinerary from the U.S. to Europe (EWR-AMS on DL metal, then AMS-MUC on KLM CityHopper).

Upon checking in yesterday at MUC for the return trip, a KLM desk agent told me that I would have to pay a fee to check a second bag back to EWR. I showed my Silver Elite membership card but the agent claimed that she couldn't override what the computer was indicating. I asked for a supervisor but was told that no supervisors were available in the check-in area at that time.

Frustrated, I lugged my second bag with me.
