I am not talking about tagging to the final destination. When you check-in, the airline tags in (I am not talking about the baggage routing tag), so that when the bag is taken off the aircraft in the U.S., your bag, instead of directed to the carousel in the customs, is sent to the aircraft operating your next flight.

There is no trick. I was not even aware that I could transit through the U.S. and not claim my checked luggage at the port of entry untill the airline asked me if I wanted to claim my bags in ATL. I asked, "Do I have a choice?". I was told that that I did. I arrived in ATL knowing that I would not have to claim my bag in ATL. Customs people didn't like the fact that I did not claim my bags in ATL and sent me for secondary check anyway.

If you have liquids bought from duty free before your arrival in the U.S., obviously, you should not opt out of claiming your checked bags at the U.S. transit point.
