Not a perq - a certification requirement for those seats. As I recall it has to do with the distance between the seat and the next thing in front of you and how all that affects a body in a rapid decelleration situation.
Makes perfect sense ---
Stopping suddenly from around 600 MPH to zero in E- would make it much safer as one would not be subjected as severely to the effects of sudden impact with the seat in front of you. Whereas, having all that space & time before colliding with a stationary object with only a seat belt around your waste in GF would give the passenger time to do some senseless act, like perhaps bending over & kissing their a$$ goodbye!
