I did the following test - I booked an AF transatlantic flight on the AF US website. After my Skymiles number was in the system (which, unfortunately, cannot be entered until the last screen where you commit to buy), I was able to select Seat Plus for free.

On the other hand, on my Delta.com reservation for the same flight, if I went to the AF website and tried to select Seat Plus I was charged.

So, the conclusion is that Delta PMs are entitled to Seat Plus, as when the AF system recognizes the status properly, Seat Plus can be selected for free.

However, when the booking is made on delta.com, Air France does nor properly recognize the status and does not allow the selection of Seat Plus for free.

[In case anyone is wondering, I immediately canceled the reservation I made with Airfrance.com which is permitted penalty free within 24 hours.]

If this is the only instance when a Delta PM/DM was able to select Seat Plus without charge, and retain the seat, we would never know, if it was a fluke or a an unwritten policy. Air Frabce seat certainly does not indicate that seat plus is available to anyone but FB Gold and Platinum elites.
