There is very little written about Gold Priority Rewards but as far as I can make out there is no specific mention of a cancellation/redeposit fee in connection with these bookings.
By the way: something I don't understand is that for normal Bookings telephone fees for GCH are waived (especially in cases where bookings can't be made online) but for the "privilege" of paying double the Avios you also have to pay the telephone fees
