There's always a station manager who is a US employee at every station. Typically they need to approve any upgrade for misc reasons.
Years back, I was surprised to get upgraded to Envoy on a MUC-PHL. At the time, US used mostly LH staff (maybe they still do, I don't know). After I was seated, the station manager came on to greet me at my seat.
