I just cross in today around 4pm ish..
The VOA booth was set up and it was running today.
Its before the immigration counter on the right side leaning against the glass wall separating immigration and arrival hall
I didn't use the VOA today because I had a tourist visa set up prior but if you are from one of the qualifying countries, you should be good to go.

I would print out the all the VOA details for the check-in staff just in case since it only started today.
