My three friends are based at MEI (DL is the only airline), PNS, and JAX so these are all pretty big DL stations. You brought up a good point about giving it to the one who has the most flexibility with travel so I'll have to ask them about that.
Whoever you gift it to will probably want to invest in a subscription to ExpertFlyer to check upgrade inventory. Also remind them that open seats or tickets available in FC doesn't mean that there is upgrade inventory available when they book the ticket.
