The Phillip Island 'parade' is almost certainly the most famous and popular tourist attraction for seeing penguins in Australia.

You can see this all over Tasmania, not least from a town actually called Penguin - on the NW coast. In a number of places you can get a proper tour hosted by informed and knowledgeable wildlife types, but I've taken just a filtered torch and a junior kbd down to one of our local beaches and sat quietly watching it too
