Ugh, how annoying.
With Dude #1, I definitely would have said something along the lines of suggestion #4 above. Some people just go into a weird oblivious zone on airplanes and he may not even have thought to move over.
With Dude #2, that's trickier. If he needed to use his laptop, he really had no choice but to move over if the seat in front of him was reclined all the way back (I've been in that situation and it really sucks, particularly when I have a ton of work to do). You might have offered to take his window seat in exchange for your aisle so you could have both had space. But no guarantee the person in the forward aisle seat would not have reclined as well...in which case you would have been trapped AND suffocated.
