They also need to check the contract carrier for the routes they commonly fly. You (or they) can do this online at http://apps.fas.gsa.gov/citypairs/search/index.cfm?ft

Note if there is not a contract carrier for their routing then they can request DL; however, it will not likely be a YCA fare.

If DL is listed as the contract carrier, that's who their ticket will be with and it will be in KCA or higher, if not YCA.
