So it looks like without status those fares are not eligible for upgrade. Gifting silver status would make them eligible - but still way down the list in terms of priority
What it looks like from that thread is that if there's inventory available, it will clear at time of ticketing or shortly thereafter. If there is no inventory available, you seem to have the same priority as full Y fares even though you're not really supposed to, and that some GAs notice and put you back at a lower priority.
