Choose the bus carefully - most of the bus agent desk attendants don't speak English, and don't know the W Hotel - so be clear about Taipei City Hall Bus Station and not Taipei Main Station (where the other buses generally go). Coming in from 24hr of travel and being exhausted, I ended up on the wrong bus to Main Station and my friend had to come from the hotel to rescue me.

If you are arriving during the day near rush hour, it's much faster to take the HSR shuttle, the HSR to Taipei Main Station, then the MRT over to the City Hall station (unless you are dragging along a big stack of luggage).
