that doesn't make any sense. How are you supposed to get the boarding pass for the infant if they are not ticketed up to 30 minutes before the flight? Call back and talk to a different agent insisting that they push the ticketing through. IME they can see if there is something holding up the ticketing (wrong CC info, etc.) and rectify that while talking with you.
