I know that many countries have rules that you must be able to show some type of onward travel plans/tickets within any relevant visa or waiver times, but I can't think of any situations which completely ban one way flights....
About a year ago, I bought my DIL a one way ticket on UA, JFK-CDG (didn't buy the return ticket because she didn't know when she was coming back to the states) and at the airport, she was asked to prove that she had a return ticket. I had to use award miles to get her a return ticket before she could check in for her flight. At that time, she was traveling on a French passport and was in the US on a student visa.
