I agree that not all Starwood hotels offer cash and points but for those that do, I find booking a year in advance (or as soon as they have their rates loaded for the following year) helps as does being flexible on the dates. For example, a holiday weekend may not be available but the week after may be available. This has worked for me many times but requires flexibility which is not always practical.
