Based on my experience, I believe you should call UA if you are eligible for an upgrade. I had assumed it was "automated" for my award tickets (X) after paying the taxes with my CO Presidental Plus card (= UA Club Card). My name never appeared on upgrade waitlist. Realistically I never had any hope of getting an upgrade SFO-EWR, so I never pursued the issue. But on reflection, I should have called UA to make sure the system was working, even if I was certain to not be upgraded on my routing.
