I'm trying to book an award flight from ATL-DCA, but the mileage showing up for reward Seats during award search (DL only partner w/atL flights) is nowhere near the posted amount on the VA fare chart. In fact, Reward Seats are more costly than Any Seat mileage shown! (am able to get Reward Seats down to 13,900 OW on limited flights, while same flight using Any Seats are pricing at 10,500 OW)

So, how to I get it to price at the 6900 OW / or 13,800 RT shown in the the international partner redemption points table?

Also, how can I avoid paying the $25 credit card fee for each segment? Is there a way to pay via web bookings other than by credit card? I'm Velocity Platinum, if that helps...
